30-year mortgage below 4 pct. for first time ever

The average rate on a 30-year fixed mortgage has fallen below 4 percent for the first time in history.

For the lucky few with good jobs and stable finances, it's a rare opportunity to save potentially thousands of dollars each year. For most people, it's a tease and a reminder of how weak their own financial situation is.

On Thursday, Freddie Mac said the rate on the 30-year fixed mortgage fell to 3.94 percent from 4.01 percent last week, the previous low. The average rate on a 15-year fixed loan, a popular refinancing option, dipped to 3.26 percent, also a record.

Mortgage rates are now lower than they were in the early 1950s. The average rate reached 4.08 percent for a few months back then, according to the National Bureau of Economic Research. Although mortgages at that time typically lasted only 20 or 25 years.

Super low rates haven't been enough to lift the housing market, which has struggled in recent years with anemic sales and declining home prices.

Rates have been below 5 percent for all but two weeks in the past year. Yet sales of previously occupied homes this year are on track to be among the worst in 14 years. And homeownership has dropped over the past decade by the greatest amount since the Great Depression, according to 2010 census data released Thursday.

"Considering how far mortgage rates have fallen, we'd expect to see more people refinancing and buying," said Celia Chen, director of housing economics at Moody's Analytics. "It's still the lack of jobs and the difficult credit environment that's pushing most people away."

Idaho Congressman Raúl R. Labrador calls for Holder's resignation

I received an email from Congressman Raúl R. Labrador’s office today, with a letter attached that began thus: “Today, Idaho First Congressional District Congressman Raúl R. Labrador called for the resignation of United States Attorney General Eric Holder after evidence of discrepancies in his previous testimony before the House Committee on the Judiciary was brought to light.”

The letter is dated October 6, 2011.

In the body of the letter, Congressman Labrador wrote pointedly:

“The Attorney General of the United States has an obligation to provide truthful and accurate testimony to Congress. When Attorney General Eric Holder testified before Congress on May 3, his statements were either untrue or deliberately misleading. It is clear from recently-released documents that Mr. Holder did in fact know about Fast and Furious well before he publicly admitted. Attorney General Holder has a troubling pattern of failed cooperation with the legislative branch. Because of this intentional stonewalling and his misleading testimony, I now call for Mr. Holder’s resignation. It is clear he has not been honest about the extent of his involvement with the failed Fast and Furious program and should not be entrusted with managing the Department of Justice.“

The Mainstreaming of Survivalism


When a news giant like CNBC starts quoting SurvivalBlog at length, then obviously we are starting filter into the mainstream of public consciousness. Here is an article that is a case in point: Buying Coins to Hedge Against Inflation. As one reader put it: "It brings a smile to my face when we're way ahead of the curve." By the way, I hope you've already got your nickels squared away. You've had plenty of warning, since I first mentioned this in SurvivalBlog back in 2007. The window of opportunity for acquiring nickels before their debasement is likely to close soon.

Don't get me wrong... I don't expect the nation to suddenly go all Rawlesian--with everyone from 18 to 80 toting .45s, voting for Ron Paul, getting right with God, putting in big gardens and laying in two year food supplies. The shift of a survivalist mindset won't come until after there is a major "Crunch". But once this shift occurs, it will be profound. In fact, I predict that in the aftermath of a full scale socioeconomic collapse, there will be no more "survivalists", per se. There will just be survivors, and statistics. The paradigm shift to prepper mindset will become so ubiquitous that it will simply be the norm. Hence, it might not even carry any special appellation.

I'm sure that most of you reading this have grandparents that lived through the Great Depression, and surely you witnessed them carrying on with the rest of their lives being very thrifty, avoiding debt, and wasting nothing. Just think of that effect amplified a hundred-fold. That will become the collective mindset of the next generation: Armed to the teeth, distrustful of statists and unsound currencies, and feeling compelled to always keep a very well-stocked pantry. That will be the new "normal"--the new mainstream. That should last for a generation or two. Then, inevitably, complacency will set in, and the cycle will repeat. That is human nature

Why Did We Kill Anwar Al-Awlaki and Not Jane Fonda?

If Barack Obama ordered Anwar al-Awlaki killed for spreading enemy propaganda, I demand he do the same for Jane Fonda.

Obama placed al-Awlaki on a kill list, then checked him off that list, because he spread fundamentalist Islamic propaganda and apparently encouraged several terrorists or would-be jihadists, including Ft. Hood shooter Nidal Hassan and “Underwear Bomber” Umar Farouk Abdulmutallab (who claims al-Awlaki is still alive). Jane Fonda made multiple radio broadcasts reading Communist agitprop written by her North Vietnamese hosts, whom she energized both in person and through photographs. Al-Awlaki spread his poison from Yemen, a nation with which the United States is not (formally) at war; Jane Fonda traveled to North Vietnam at a time when no doubt existed about our state of hostilities or the location of the battlefield. Al-Awlaki proved effective because he knew American popular culture; Jane Fonda was popular culture.

If Obama killed Anwar al-Awlaki, shouldn’t he be consistent and order the shooting of Jane Fonda, as well?

A Direct Challenge to the U.S. Secret Service


When is the U.S. Secret Service going to investigate to find out who made and put the forged long form birth certificate PDF document regarding Barack Obama onto the White House servers on 27 April 2011 instead of investigating SSgt Daryn Moran? After all, the Secret Service has the experts in their organization for investigation of forged items. They are charged with investigation counterfeiters, are they not? They have the perfect tools and skilled experts to investigate and find out who was the person who made the forged PDF file long form birth certificate and who placed it on the White House servers on 27 April 2011. When will they do their duty to protect the putative president Obama from document forgers forging his birth certificate? The evidence of forgery in that PDF document long form birth certificate is obvious and can be reviewed here. The forger needs to be found and prosecuted. The protection of the putative president Obama demands it. The Secret Service cannot permit forgers to fabricate documents about the putative president Obama and put those forged documents onto government owned servers. So it is time the Secret Service investigated and finds that forger and brings him to justice. Also, when will the Secret Service agents look to their prime directive of their oath of office, to support and defend the U.S. Constitution against all enemies foreign and DOMESTIC? An inquiring American public wishes to know.

In the old Roman Republic before the wars of Marius and Sulla it was considered sacrilege to put to death a Roman Citizen without trial. The Civil Wars changed that, and when one faction won it would publish lists of enemies who could be killed without trial or mercy if found within Roman jurisdiction. Most lists of proscription also carried rewards to those who found and executed the proscribed enemy of the people. Proscriptions also carried confiscation of property, and were used by Sulla to replenish the treasury.

After Sulla the practice was used by other factions. Julius Caesar refused to employ such a device on his election as Consul and elevation to dictatorship, but when Caesar was assassinated

Cicero was murdered on December 7, 43 BC. President Barack Obama says the killing of American-born cleric Anwar al-Awlaki in Yemen "is a major blow to al-Qaida’s most active operational affiliate."

Obama also says it "marks another significant milestone in the broader effort to defeat al’Qaida."

Al-Awlaki, a prominent figure in al-Qaida in the Arabian Peninsula said to have direct involvement in plots against the U.S., was killed early Friday in a strike on his convoy carried out by a joint operation of the CIA and the U.S. Joint Special Operations Command, according to counterterrorism officials.

Officials also said that a second American, Samir Khan, who edited an online magazine that spread the word on ways to carry out attacks inside the United States, also was killed in the strike.

Obama spoke Friday at a retirement ceremony at Fort Myer, Va. for Adm. Mike Mullen, chairman of the Joint Chiefs of Staff.

It is not clear how one gets on the American Proscription List, nor do I know if there are two separate lists, one for citizens and one for others. The official policy seems to be that proscription only applies to citizens not in the United States, but that is an inference: the President so far as I know has not cited any act under which Americans resident in Nevada are authorized to carry out proscriptions in Oman and other foreign countries. It is widely understood that President Bush sent US armed forces teams to “Kill Bin Laden” shortly after 9-11, but there were no American citizens on the target list they were given. Those were acts of war, and carried out under the war powers.

Federal prosecutors have launched a crackdown on pot dispensaries in California, warning the stores that they must shut down in 45 days or face criminal charges and confiscation of their property even if they are operating legally under the state's 15-year-old medical marijuana law.

In an escalation of the ongoing conflict between the U.S. government and the nation's burgeoning medical marijuana industry, California's s four U.S. attorneys sent letters Wednesday and Thursday notifying at least 16 pot shops or their landlords that they are violating federal drug laws, even though medical marijuana is legal in California. The attorneys are scheduled to announce their coordinated crackdown at a Friday news conference.

When Associated Press reporter Pete Yost uncritically repeated claims by anonymous Department of Justice officials that the Bush-era Operation Wide Receiver was “the same tactic” used by the Obama Justice Department in Operation Fast and Furious and other operations, I called him out, knowing the claim was incorrect.

A later article by Sharyl Attkisson of CBSNews found a dealer who participated in Wide Receiver, and acting ATF Director B. Todd Jones (himself possibly implicated in Gunwalker) agreed that gun-walking had occurred while President Bush was in office. Yet something felt wrong, but I couldn’t recall the information I had previously heard to rebut the claim.

Luckily a reader had a better memory than I, and led me to the June 15 article by Jim Shepherd in The Outdoor Wire. Shepherd’s piece reveals just how different the botched sting of Wide Receiver was from the intentionally criminal Fast and Furious:

In Operation Wide Receiver, Tucson agents allowed the sales of more than 500 firearms to known straw purchasers. Like Gunrunner/Fast and Furious, the operation apparently backfired.

Some firearms in Wide Receiver were equipped with RFID tracking devices. In Wide Receiver, it seems the illegal purchasers seemed more than slightly knowledgeable of the ATF and how to take their aerial and electronic tracking procedures down.

Knowing the time aloft numbers for virtually all planes used in government surveillance, the buyers had a simple method of getting their purchases across the border undetected. They simply drove four-hour loops around the area.

As surveillance planes were forced to return to base for refueling, the smugglers simply turned and sprinted their cargo across the border.

The RFID tags also turned out to be problematic.

Rather than making large enough holes for the tags to be laid out inside weapons, agents force-fit them into the rifles.

That cramming caused the antennae to be folded, reducing the effective range of the tags. And an already short battery life (36-48 hours maximum) meant that should purchasers allow the firearms to sit, the tracking devices eliminated themselves.

Politics: The hippie horde attempting to mob and "occupy" Wall Street this week has a method to its madness. It's all about getting President Obama re-elected by employing classic Alinskyite tactics.

At first glance, the latest protests staged by left-wing rent-a-mobs in New York, Washington, Los Angeles and elsewhere don't look terribly different from the World Trade Organization and global debt-amnesty spectaculars of a decade ago. Radicals swarm against some hated totem, chant, break a few Starbucks windows and leave scads of garbage for someone else to clean up.

But the "Occupy Wall Street" mob that shut down the Brooklyn Bridge last weekend and drew 700 arrests bears all the earmarks of a professional political machine effort to keep Obama in the White House.

This time, banks were the target, as mobs bore down on Wall Street and posted demands on their Twitter feed to tax and arrest bankers. They knew a soft spot when they saw one.

Polls show the public continues to blame banks instead of administration policies for the economic downturn and widespread joblessness. Singling out banks is a tactic torn right from the playbook of Obama's political mentor, Chicago community organizer Saul Alinsky.

"The goal," wrote David Horowitz's of Alinsky, "is to foment enough public discontent, moral confusion and outright chaos to spark the social upheaval that Marx, Engels and Lenin predicted — a revolution whose foot soldiers view the status quo as fatally flawed and unworthy of salvation."

Secret panel can put Americans on "kill list'

(Reuters) - American militants like Anwar al-Awlaki are placed on a kill or capture list by a secretive panel of senior government officials, which then informs the president of its decisions, according to officials.

There is no public record of the operations or decisions of the panel, which is a subset of the White House's National Security Council, several current and former officials said. Neither is there any law establishing its existence or setting out the rules by which it is supposed to operate.

The panel was behind the decision to add Awlaki, a U.S.-born militant preacher with alleged al Qaeda connections, to the target list. He was killed by a CIA drone strike in Yemen late last month.

The role of the president in ordering or ratifying a decision to target a citizen is fuzzy. White House spokesman Tommy Vietor declined to discuss anything about the process.

Current and former officials said that to the best of their knowledge, Awlaki, who the White House said was a key figure in al Qaeda in the Arabian Peninsula, al Qaeda's Yemen-based affiliate, had been the only American put on a government list targeting people for capture or death due to their alleged involvement with militants.

The White House is portraying the killing of Awlaki as a demonstration of President Barack Obama's toughness toward militants who threaten the United States. But the process that led to Awlaki's killing has drawn fierce criticism from both the political left and right.

In an ironic turn, Obama, who ran for president denouncing predecessor George W. Bush's expansive use of executive power in his "war on terrorism," is being attacked in some quarters for using similar tactics. They include secret legal justifications and undisclosed intelligence assessments.

Liberals criticized the drone attack on an American citizen as extra-judicial murder.

Conservatives criticized Obama for refusing to release a Justice Department legal opinion that reportedly justified killing Awlaki. They accuse Obama of hypocrisy, noting his administration insisted on publishing Bush-era administration legal memos justifying the use of interrogation techniques many equate with torture, but refused to make public its rationale for killing a citizen without due process.

Immigration Issues: Sorting Out the Candidates

There are about 22 million Americans who want a job and can’t find one. This is according to the Department of Labor’s broader U-6 unemployment category, which includes discouraged workers not counted in the more familiar but less accurate U-3 category. Yet approximately eight million illegal aliens hold American jobs. Recent research by the Center for Immigration Studies indicates that the problem is not only illegal immigration. The United States is taking in a record one million legal immigrants each year, approximately double the 500,00 maximum number recommended by the Jordan Commission in 1994 and more recently by several prominent labor economists. The recommended maximum is to avoid displacing U.S. workers or having a negative impact on their wages and standard of living.

Excess immigration of any kind is especially unwise considering the severe recession and high unemployment rates we are now facing. Flooding the U.S. job market with new immigrants—whether illegal or legal—is not sound economic policy. It not only displaces American workers, but the excess competition by a new and cheaper labor supply also drives down their wages. This is a large part of the problem of why American wages have not kept up with inflation and is a significant factor in our continued economic recession. Are jobs important? Is the economy important? Then sound immigration policies are important. You cannot honestly talk about jobs and the economy without addressing our immigration problems.

Unfortunately, a huge part of our immigration problem is that we are not enforcing absolutely necessary policies that are already on the books. President Obama also has plans to give hundreds of thousands of “administrative” amnesties without Congressional approval. This is an inexcusable disregard for American law and the public good.

NumbersUSA has developed a rating system for Presidential and Congressional hopefuls that sorts out positions on twelve important immigration categories. These issues were addressed by the Jordan Commission in 1994 but get little attention by the mainstream media. The public is therefore not well informed on them, and politicians are allowed to avoid critical policy positions and well-informed public scrutiny.

Here are the 12 categories:

  1. Amnesty and Legalization. Neither long-term work permits nor a path to citizenship should be offered to people not legally in the United States. This includes not only blanket amnesties but also so-called “earned legalization,” a frequent political flimflam. People who have violated our immigration laws have usually also committed document and tax fraud. They should not be rewarded for it. If they are not sent home, it is a form of amnesty.
  2. Mandate E-Verify. E-Verify is an automated quick-response Federal system to insure that employers do not hire illegal immigrants.
  3. Reduce overall immigration levels. Excess legal immigration is having a significant negative impact on American wages and employment. The current level of one million per year considerably exceeds the traditional level of 250,000 and is double the level considered the maximum that can be absorbed into the U.S. economy without harming American workers. Immigration is such a sacred cow, however, that few politicians want to address this major problem.
  4. End Chain Migration. Family based immigration should be limited to spouses and minor children. The abuse of family migration began with the 1965 law that has allowed special preference to siblings, in-laws and other relatives whereby whole villages from Mexico and India have moved to the U.S. It is a major culprit in runaway immigration numbers.
  5. End Visa Lottery. 50,000 permanent work permits are given annually by random lottery selection.
  6. Limit Unfair Worker Competition. Implement national safeguards that would prevent import of foreign labor any time it would threaten the jobs or wages of American labor.
  7. Secure Borders. Implement border security measures already passed by Congress and strengthen security against terrorist, criminal, and organized crime entry. Most politicians pay lip service to this, but why has it not been done? Securing the borders is necessary but not sufficient to prevent massive illegal immigration. Nearly half of all illegal immigrants do not sneak across the border. They enter with tourist, student, or work visas and then go illegal.
  1. Implement Entry/Exit. Monitor those who enter and leave the country. This is

    important to prevent terrorism and illegal immigration due to massive unchecked visa violations.

  1. Support Local Enforcement. Federal cooperation with and assistance to state and

    local law enforcement agencies to remove illegal immigrants.

  1. Punish Business Violators. Remove economic incentives for businesses to hire illegal foreign workers. This would include tax policies, fines, and possible incarceration.
  1. Refugee Fraud. The “Temporary Protected Status” of refugees is being badly abused and should be reformed.
  2. End Birthright Citizenship. Nearly all advanced nations have ended this much abused policy resulting in over 350,000 births to illegal immigrants per year. This is a substantial burden on healthcare facilities and taxpayers and retards the exit of illegal immigrant parents.

    NumbersUSA has a tough political grading system that penalizes equivocal answers or failure to address the issues. Many are failing to address the issues, and some candidate positions are rather slippery. Obama gets and F-, but so far not many of the Republican hopefuls come close to NumbersUSA standards. Many candidates talk tough on border security but avoid straight-forward positions on amnesty, reducing legal immigration, and enforcement measures. Presidential hopeful ratings are currently: Bachmann with B-; Cain and Romney with C-; Palin with D; Gingrich, Huntsman, and Perry with D-; and Christie, Santorum, Johnson, and Paul with F. If jobs and the economy are important, then immigration policy is important. Voters should not let politicians get away with shallow or evasive answers or not taking a stand on important policy questions.

To Our North Carolina Legislators

I am writing to express my great concern over the NC Department of Cultural Resources (NCDCR) promoting a license plate to advertise what is essentially a government-sanctioned view of the War Between the States, in which they interestingly utilize the Northern term, “Civil War.” While it is commendable that this State agency wants to encourage citizens to become more aware of the valor and sacrifices of North Carolinians in that war for independence, it is not the purview of government to interpret history – this is commonly associated with Soviet or other totalitarian regimes.

As the North Carolina Legislature has not commissioned a War remembrance committee, the NCDCR has taken it upon itself to promote its own internal version of events. As such, this State agency of government employees is subject to political whims and manipulation which invites historical revisionism and misinterpretation at taxpayer expense. It is far better to leave our history to private historians and organizations that do not receive government funding, and the NCDCR and legislators could have encouraged various private research and historical organizations to provide remembrance programs during the Sesquicentennial. This would have been most appropriate. Again, our history is far too important to be interpreted by government bureaucrats, and the value of privately-funded histories is attested to by the plethora of North Carolina histories over the years written by authors not funded by tax dollars.

The North Carolina Sons of Confederate Veterans and United Daughters of the Confederacy, the North Carolina War Between the States Sesquicentennial Commission, and many other privately-funded websites and research organizations have already instituted programs to commemorate the Sesquicentennial – leaving no logical reason why the NCDCR would need to spend tax dollars to promote their particular view. Unfortunately, the NCDCR has already demonstrated its revisionism and political manipulation of known facts with its association with the 1898 Wilmington Reparations Commission, chaired by former Rep. Thomas Wright, and no doubt other government interpretations of history.

Please review this unnecessary proposal which does nothing but promote a revisionist, government view of North Carolina history, and the hard-earned tax dollars of North Carolinians should not be used for any such endeavor. Because much more is involved than should be placed in one article, I am going to be uncharacteristically brief. You will hear much more about this shortly.

Oath Keepers / Wayseers / Occupy The Fed Now!

We are currently drawing up our press release regarding our own response to the Occupy Wall Street phenomenon, which will be Oath Keepers’ official statement. Garret LoPorto is an organizer of Occupy Boston, and I want to assure all readers here that Mr. LoPorto is not a socialist and does not take financing from Soros or any of Soros’ satellites. Garret LoPorto is an American and an Oath Keeper who joins us in seeking Constitutional, lawful remedies to what ails our nation today. LoPorto’s message is one of self-empowerment, a talent all Oath Keepers should work on daily in their personal lives, yes?

With Garret’s association with Oath Keepers as a key catalyst, we are now planning an official Oath Keepers project which we’ve named “Occupy The Fed Now!”.

Yes, Oath Keepers has seen the need to block the attempted takeover of the populist movement generally referred to as Occupy Wall Street.

In an extensive phone conference on the evening of October 04, 2011, we heard from Oath Keepers who have attended Occupy Wall Street, Occupy Boston, Occupy Los Angeles, and Occupy Seattle. The overall consensus from our people at these rallies is that most people attending the rallies are very open-minded to the Oath Keepers mission/message, and that they are hungry for answers. Indeed, our reports indicate that many Americans right now are awakening, in droves it seems, and they are full of questions for which we have the answer – the Constitution for the united States of America.

Oath Keepers is not going to stand idly by and watch the Soros socialist/collectivist/Big Government crowd claim these newly-awakening Americans as their own. From Michael Moore to a host of other Big Government statists, the Soros faction is trying now to steal the people’s thunder, just the way the Republican Party tried to steal the Tea Party’s thunder by co-opting the Tea Party.

The Soros/socialist/Big Government message is that those evil Capitalists on Wall Street are the problem which now threatens to destroy America. That is an outright lie, and it is being promoted in the mass media by the way they’re covering the Occupy Wall Street movement.

Despite the fact that the “Monopoly Capitalists” are indeed present on Wall Street, and among them are serious corporate threats to America’s sovereignty, the media fails to distinguish the difference between true free-market capitalism and Monopoly Capitalism. Soros and his followers are attempting to misdirect the movement by claiming that capitalism is the problem. We shall expose that lie.

The problem is the Federal Reserve System, Inc. This is the finest and most inclusive video documentary available, and Oath Keepers salutes Bill Still for a remarkable job with this educational documentary -

When it comes to stealing thunder, nobody does it better than the U.S. mass media, which of course takes its marching orders from the Council on Foreign Relations (CFR). We note that history shows that the same people who created the CFR and the Federal Reserve also gave us the National Education Association (to determine content in public school textbooks), the American Medical Association (the pill-pushers’ lobby), the American Historical Society (the spin doctors for our true history), as well as the Trilateral Commission and numerous “think tanks” in the private sector, such as La Raza and SPLC (Southern Poverty Law Center). This is not being divulged or expounded by the mainstream media, as we know.

The Federal Reserve is not a part of our government, but instead is a private corporation, another danged corporation – and in all actuality the Federal Reserve System, Inc., is the biggest baddest corporation of all.

But wait! Am I saying that corporations are bad? Not at all. Like some snakes, which are not poisonous or aggressive, such as King Snakes which help keep the rodent population in check on farms across America, some corporations are very fine and docile assets for modern America. Like the King Snake, a good corporation carries its weight and benefits the economy locally and nationally by generating wages and taxes while at the same time providing services and/or products which people need or want.

Americans like and want that kind of corporation.

But when a corporation becomes larger than is useful, and seeks to concentrate financial power into the political and governmental spheres, its likeness is no longer the King Snake, but instead is more like a Rattlesnake. At a point we call such corps “Monopoly Capitalists”. By the time a grouping of such Monopoly Capitalist corps are setting U.S. foreign policy, which the arms industry certainly does nowadays, the problem becomes unbearably apparent. Bechtel comes to mind, along with Halliburton, the Carlyle Group, Monsanto, General Electric, et al.

That part of Wall Street is certainly to blame. But that is not “Capitalism”. Instead, it is “Monopoly Capitalism”, and it is now observably moving America into a new world order with intent to place America under the alleged authority of a one-world government. As such, Monopoly Capitalism is un-Constitutional and must be opposed.

Truth: No corporation could threaten America without the help of the Federal Reserve. The Fed is the problem, and Wall Street is merely the symptom of that problem.

For the socialist movement in America to take this new-wave of Tea Party-type energy, the “Occupy” energy wave, and divert it into protesting a mere symptom of the problem is flat-out wrong. Especially when they use the crimes of corporate Monopoly Capitalism to attack American-styled free-market capitalism itself. That is why Oath Keepers is launching the movement to “Occupy The Fed Now!”, and that is why Garret LoPorto’s Wayseers movement is joining forces with us.

We will also be working in conjunction with Alex Jones, who arrived at the decision this past Sunday while doing a live television broadcast. (October 02, 2011) Stewart Rhodes will appear on the Alex Jones show on Friday, October 07, 2011, at 4:00 p.m. Eastern time, to coordinate Oath Keepers and Infowars forces in this effort.

Our new initiative, Occupy The Fed Now!, will have its own website up and running by Friday morning, October 07, 2011. We are also using a Meetup calendar system, and are doing a facebook page for this new initiative.
