Wow, really segregated. Sounds a lot more like geographic demographics. So we'll make one school out of it and it'll be 75% black 24% whites. Sounds more like control to me. Living in MS myself, the final school will end up 5% white. If you want your children to be able to read and write There are only a handful of public schools left in the state that can still do that.
