Once war or civil war break out, everyone gets sucked in whether they wish to be or no. It doesn't matter what the "80%" wants. Death factory will make the rules. Anyone that doesn't chose a side becomes the enemy. It boils down to wolves and sheep. The sheep are quickly eaten, then the wolves fight over the scraps. War is, and always has been, gangs of young men, led by old men, doing all the "evil" things to strangers, that they are not allowed to do at home. When that starts the only "rules" that nature recognizes are mathematical and physical.
