"This is uncontrolled immigration. It's rewarding illegals who sneak into the United States, and we can fix it by statute," he explains. "We don't have to amend the Constitution. The clause in there -- 'subject to the jurisdiction thereof' -- is the clause that we apply. We can just pass a law that says we're not going to give automatic citizenship to the babies born to illegal mothers, because those [women] are not subject to the jurisdiction of the United States," the Republican lawmaker suggests.
