My guess is, Special Counsel Robert Mueller and Rod Rosenstein just got caught in a lie. To make news, they conspired to create fake charges against Russian companies. Mueller and Rosenstein assumed the foreign-based targets would simply ignore any future court proceedings since they live outside their jurisdiction. They thought wrong.

A team of Washington lawyers appeared and notified the court that they represent Concord Management and Consulting. Since then the government, Robert Mueller, and Rod Rosenstein, have tried every legal move to block or delay the hearing. Why try to delay? Could it be there never was any evidence? Was it all a lie just for the media?

Rod Rosenstein is just as deep as Special Counsel Robert Mueller, in this web of lies and conspiracy to overthrow the elected President. There are honest judges left, Judge Dabney Friedrich, said there was no reason to delay the scheduled arraignment Wednesday. Also, from what articles I have read, the government, Robert Mueller, and Rod Rosenstein, have REFUSED to turn over any evidence to the defense team as required by law.
