The crossing stanchion and light-pole don't look "American", and the hedgerows and houses say "European" to me. Perhaps the ramps are really an honest attempt (though idiotic) to avoid shunting the tracks (electrically short-circuiting). But, that's a funny picture, regardless of whose trains they are.
If you had put those things down, before doing so, your best plan would involve calling the emergency number on a placard on that crossing sign. But, your plan should also involve shooing away any camera owners, hahaha.
If he didn't call the dispatcher/roadmaster/signalman, and a train DID come through, I think he'd have less to worry about with a derailment or cut firehose, than with a locomotive ripping his arms out of their sockets, while still attached to the business end of that hose.
What Moron Public servant would do this. Fire them all.
