who work hard and play by the rules,” but in practice the Ruling Class
regards such people as pinatas to be beaten for money. They keep coming

nevertheless deserve to get worked over, because they're too successful,
they're doing something legal the Ruling Class disapproves of, or even
merely because they lack the organized political clout needed to protect
