Couple Arrested on I-24 in Kentucky With IED in Car (Updated)

State Police have released the name of the man arrested Thursday
morning after a homemade improvised explosive device was found by a
state trooper during a traffic stop.
The
man, 45-year-old Michael Jack Higgs of Grant Pass, Oregon, was charged
with third degree use of weapon of mass destruction, possession of a
handgun by a convicted felon, possession of a firearm by a convicted
felon, possession of marijuana, possession of drug paraphernalia,
failure of owner to maintain insurance, and operating on a suspended
operator’s license. (He might be dumber than the man caught at the Raleigh capitol yesterday. Close race, though :)
My question is, where was he headed?

I'm curious what led the cop to search the car. Maybe him being a felon creates enough probable cause for a turn down?
:) Maybe the plates came back to his name which showed a suspended operator's license and no vehicle insurance.
