NORTH Korea has indicated it is open to a moratorium on its nuclear and ballistic missile testing, in unusually frank comments from one of the country’s ambassadors.
But, the reclusive nation’s ambassador to India, Kye Chun Yong, has told Indian TV that it is prepared to halt its weapons testing program if the US stops its military exercises in the region.

Sure....the norks are willing to 'talk'. What they want is for the west to GIVE them stuff...like food while they LIE about their activities and go right on developing warheads and missiles. DeleteReminds me of the GenPatton quote which was in connection with him being told that the U.S. and its allies had to consider "political consequences" re: appeasing Stalin's Russia.
