    The Joint chiefs work for the administration. They exist in the swamp, not apart from it. They will repeat whatever the policy is from elected officials and easily say the opposite thing after the next election. That is how this works. I remember the same JCS saying openly serving gays was bad for discipline, then telling congress it was all Okay right after Bill Clinton got elected.
