    I would bet they do know WHERE they go as the immigration NGO would have some semblance of a facility for their drop off. It may be a waste of police officer time but they should post an officer in the area and then seize the transportation vehicle and arrest the driver. States NEED to require licensing and bonding of NGOs accepting immigrants. Then fine them into oblivion.
