Oh, charming. What do you have to do in some of these countries to get the death penalty? Or is that completely off the table now?
If the politicians can't stomach the death penalty, why not declare the guilty parties "outlaw" (beyond the protection of the law) and turn them loose with considerable attendant publicity and an "OL" branded on their forehead. I rather think the problem of their continued existence would solve itself in not too many days.
