Before a reform we must stop extorting weaker countries, then compensate the entirety of past and present abuse and the future consequences of it. After that is done, either voluntarily or involuntarily the so called reform will become unnecessary since immigrants will not have a reason at all to leave their countries which will be able to prosper when left alone.
