Another problem with mandatory term limits is that it removes any accountability to the voters who elected them.
Even Barry Soetoro (or whoever he is) acknowledged this fact when he assured foreign leaders that when he is re-elected to his second, and final, term in office, that he'll have a free rein to do whatever he wants, due to there being no need to worry about campaigning for re-election to a third term in office.
Might make things worse it certainly would if the staff doesn't get the heave as often. It's often the experienced and worldly wise staff who show the newbies how things are done and get done in Washington.It is the staff who writes the legislation and tells the pol why and what he's voting for. It is the staff who have the day to day relationships with the lobbyists. The reps and senators only talk money with them, often while accompanying them to some Caribbean island or something. And therein is THE problem. Members of congress spend half their time trying to raise money and almost no time on the floor. They make speeches filmed by C-Span that are then put into the record the only people in the chamber are the camera men. How many congress critters do we think watch C-Span? Rotate out the elected senators and especially the house reps without replacing the staffs and the staffs will become even more like the palace eunuchs than they are now.

YES ! No person should be allowed to become a ruling elitist. Who determines if the elected is "good" ? You ? Me ?
