Been there done that. It's simple for anyone with just decent skills. I have a small milling machine which makes it easier but it can easily be done with a small drill press such as you would buy at harbor freight, etc.
Granted the inside is not pristine but it works smooth as glass. I'm still looking for a reasonable upper to complete mine but I might have waited too long.
No marking required by law as in serial numbers, etc but you are restricted to it being only for personal use.
I've considered renting my skills and workshop to others to teach them and allow them to build their own. I can't do it for them but I see no reason they can't "rent" my equipment and advice if they choose to. ;-) Or even do some bartering.
The 80% lowers were going for around $75 the last time a purchased any, and the parts kit for around $60 so a real nice lower for $135 which is not bad.
