Oswald started working at the TSBD 10/15/63. Would the route that kennedy was to use be planned that far in advance? We know that the route was published in the paper prior to his visit. Something they stopped after that

I don't know why he couldn't have released them as the hatred of the foe would not come into play as far as I can see.
