This is almost as stupid as the North Carolina trasngender restroom law. It is also highly offensive, making light of a serious problem with the police that plagues cities and towns all over America. It is nothing more or less than sick, sarcastic maundering by some right wing "law and order" nutcase who lacks both a sense of perspective as well as a sense of decency.
