    In 1990 a law was passed effectively prohibiting the adults in a school from protecting the children; the Gun Free School Zones act.  After that the school shootings started.  (One wonders if that was intentional, for political reasons.  After all, it was then just a matter of waiting for the occasional nutcase.)
