Nobody in the US knows with certainty who is doing what where in Syria. Even the actors involved there are probably unsure at times as to what is going on. The US probably should not be there but now that we are we certainly don't announce our departure to allow the multitude of factions there to profit from it.
That part of the world has a long history of faking atrocities. When all you see are small children In hospitals it's a certainty no one was harmed by anything.
