OK, first he needs to be kidnapped off the street, cuffed, gagged, and hooded. Then flown around in the back of a cargo plane for a couple days. After a couple months of stress positions, sleep deprivation, bad food, and a borderline freezing cell. He will be tied down to a table and really be water boarded. See how jolly he is then. We hanged Japanese officers for waterboarding Americans. Any power you give the government today will be used against you tomorrow.

I say eliminate Waterboarding.....use diesel, scratch that, lets be more environmentally friendly, make it bio-diesel.
