Shooting through tempered glass most likely with hollow points not recommended. Seems I remember they had proposed a design many years ago where police cruisers would have a 6in x 6in port in the front windshield for situations just like this, but it never went further than a "good/bad" idea.
I going to make an observation. I am absolutely SHOCKED, the officer has to use a hand held communication mic. How completely ignorant, today to force an officer to pursue a suspect driving with only one hand. I'm like holy-crap, that officer could have easily lost control and died. That needs fixed.
