DeleteBecause the employers can dump (externalize) the cost onto the rest of society i.e. they do not pay the true cost of the imported labor. Society makes rules so that members cannot dump the true cost of their activities into everyone else's lap, unless the social members making the rules are in league with the ones wishing to externalize the costs, the whole point of hiring K St. lobbyists.
