It has become the only solution to save our society, no matter the pain our citizens feel. Atlas is about to Shrug; too bad nobody but a few of us have noticed.

 When I was an MP in the Army, we didn’t really mess with law enforcement... we were content to sit around and do as little as possible. And we could get around that because the military has a culture that has a self-policing mechanism (all successful cultures do, which the American one ain't). You need a final arbitrator and enforcer, but a culture should be strong enough to police itself successfully most of the time... The police doing more is always bad news.
