This is fake news. The "electronic device" on his wrist is a red bead bracelet with silver cross that he wears in memory of his son. He has been wearing this since 2017. It has been visible in many events since that time. The "wire" by the collar of his suit jacket is probably just a crease in his shirt.

I've looked a little deeper. The object on his wrist is a set of Rosary Beads. You can google image search this and he's been wearing them since 2008 anyway. I'm less sure the wire on his shirt isn't actually a wire. Initially it looked like a crease in his shirt, but now I'm not so sure.
