Any way, back on point, JWR had a user write to his site. He described his encounter with a police where the police officer was able to read his license plate and nearly instantaneously pull up his records including any guns he may have purchased.

These things are ALL OVER the greater DC area. They are also stationary mounted all over... No doubt going in to the non existant database that they don't have.... I have seen a set of readers mounted front and rear on an Acura...It had the computer screen as well. I have also noticed some mounted on street light poles on the sides of the highway....No worries right, they are just gonna find the terrorists.
